And they suspect that what seems so simple from the viewpoint of a politician arguing for a new law, or from the perspective of a news reporter sharing the latest crime story, may in fact be far more complex for the people involved. For them, it is entirely “normal” to see yearly increases in the number of Americans in prison, in jail, and under correctional supervision.

Many gang members end up on probation, of course, when they are convicted of crimes. But probation is also deeply involved in the school system, working with school officials on a range of projects. Probation serves the courts by providing them with information about people who are awaiting sentencing, and probation officers often serve the arrest warrants of people who commit crimes while under supervision. Finally, probation is one of the major agencies making referrals to various community-level services, as its clients and their families seek help with a range of problems.
